Nov. 7--The National Telecommunications Commission has asked the Council of State to rule on whether it can move forward and award new licences for third-generation cellular services if the National Broadcasting Commission has yet to be formed.

The NTC has indicated that it wants to complete a basic framework for 3G licences by the end of the year and final details, including licence and spectrum fees, announced by mid-2006. Two public hearings have been held to date to discuss the conditions and terms of the licences, with a final hearing to be held today.
