Bank regulator to lead recovery

FDIC Chairman Donald Powell will oversee the disaster recovery efforts along the Gulf Coast, the White House said. Powell will handle relations with Congress, state and local governments, and private businesses. The acting manager, Coast Guard Vice Adm. Thad Allen, will step down by year's end.
