The December 2005 deadline for local councils to make their services available online is rapidly drawing near. Statistics issued in August this year by the Office of the Deputy Prime Minister (ODPM) suggest that the vast majority of councils will meet the deadline - indeed, most councils already have fully functioning websites. But the picture could be less rosy than it first appears.
The ODPM's figures are based on the quarterly Implementing Electronic Government (IEG) statements filled in by councils to show how much progress they've made against a set of priority outcomes and what their forecasts are for future progress. As the information in these statements ...
