The Government has blamed high costs, limited design capacity for the delay in fully adopting cement for road construction.

Speaking when he opened a workshop on 'Concrete Pavement Design' sponsored by the East Africa Cement Producers Association (EACPA) at a Nairobi hotel last week, the Chief Engineer in charge of Roads at the Ministry of Roads and Public Works, Mr F.G Ngachu, said the training of local engineers, contractors and design consultants was a critical phase in the government's effort to adopt concrete technology in road construction.
