Sep. 28--Under pressure from the governor and the state Department of Education, the Chester Upland School District Board of Control passed a resolution last night that laid the groundwork for reining in two charter schools that educate more than a third of the district's elementary students.
The resolution called on the two schools to submit a report analyzing their financial and educational impact on the district. The schools' charters are up for renewal later this school year.
But the board failed to comply with a state demand that it cede much of its power to the state Department of Education.
