THERE are two outstanding issues to be clarified in an acceptable way in the months ahead if talks towards the restoration of government in Northern Ireland are to start at all.
The first of them is the involvement of Sinn Fein-IRA in Northern Ireland's policing.
The organisation has to accept a single body responsible for law and order, see its remit extend throughout the area, become involved in its direction and operate no parallel form of policing or disciplining of its own. The second is an end to the organisation's vast web of criminality.
The first is essentially contained within Northern Ireland, though the organisation does have questions to resolve in the Republic about acceptance of our policing and joint policing.
The second is an all-Ireland problem, with the criminality having tentacles that extend internationally.
The first issue, of policing, is relatively open to a public audit. Sinn Fein-IRA may have reservations about further reforms.
