BUFFETED BY CRITICISM EVEN FROM HER allies, President Macapagal-Arroyo yesterday said she issued Executive Order No. 464 because her opponents had resorted to employing the politics of insult.
Speaking for the first time two days after she issued the controversial order, the President said her opponents transferred the battleground to the Senate because they had been defeated in the House and in the streets.
I have to put my foot down for the sake of the people, for the sake of enabling the government to work rather than be disabled by the politics of insult, she said at the 8th anniversary celebration of the Kaanak 1896 held in Malacanang.
Sen. Rodolfo Biazon, whose committee on national security is looking into the Hello, Garci wiretapping scandal, proposed that Ms Arroyo meet with leaders of the Senate and House of Representatives to discuss a way to avert a crisis over EO 464.
He told a press briefing that while he considered the order unconstitutional, there must be an agreement among the three on how to provide the mechanism for a system that will avoid further institutional confrontation.
