THE CRITICISM AGAINST Executive Order 464 forbidding officials in the executive department of government to attend congressional hearings is valid.
As constitutional expert Joaquin Bernas said, Its a gag rule. President Macapagal-Arroyo is obstructing the work of the legislature. She is blocking the checks and balances function among coequal branches of government.
The order was a knee-jerk reaction to the disrespect accorded by some senators toward National Security Adviser Norberto Gonzales during a Senate investigation into the Venable contract. At one point during the hearing, Sen. Aquilino Pimentel called Gonzales a pimp. The Senate should have given the Cabinet official a little more respect.
Gonzales is President Macapagal-Arroyos alter ego on national security. The President probably thought that the disrespect shown Gonzales was also disrespect for her office. Tit-for-tat, thats what E.O. 464 is all about.
