CITY OF SAN FERNANDO The governments Bright Child program is reared on gambling money.
According to an official of the Council for the Welfare of Children (CWC), the program, which aims to raise healthy and intelligent Filipino children, is funded by the Philippine Amusement and Gaming Corp.
Marilyn Manuel, CWC deputy executive director, said some council members had questioned the use of proceeds from Pagcor in the implementation of the early children care and development program.
[But] I look at the Pagcor funding as a financing strategy. Otherwise, if the law (Early Childhood Care and Development Act) is there but there is no means to implement it, the law is rendered useless, Manuel said in a press briefing at the launch of the program in Pampanga on Wednesday.
The law (Republic Act No. 8980), which was enacted during the Estrada administration in October 2000, appropriated P400 million yearly out of the Pagcor income.
