Vehicles traveling on Spain's roads without their mandatory insurance in force caused a total of EUR113m losses, which were paid by Consorcio de Compensacion de Seguros (CCS - Insurance Compensation Fund), an agency that reports to the Ministry of Economy and is funded with taxes paid by all Spaniards, including a surcharge paid by every policyholder.
