Rapists will face a life sentence and castration if a new Bill is passed into law.
The draft Sexual Offences Bill also proposes to make it illegal for any Kenyan under 18 years to marry whether by eloping or any other means, including through the church.
This is the minimum age one needs to be to be able to vote, acquire a driving licence and a national identity card. It is a major departure from practice in many countries, including Britain, where one can marry from 16 years.
Any person marrying someone under 18 years will be liable for 20 years in jail.
