The United States Agency for International Development (Usaid) is establishing a small LRC Library at the Ministry of Education Curriculum Wing to promote awareness about 'Education Sector Reform Assistance (Esra) in Pakistan, according Quarterly Review (April-June 2005) by the United States Agency for International Development, prepared by RTI International.

According to the report, the literacy material for the Centre was collected from NGOs, private sector parties, and government agencies, and reviewed by Esra.

Esra's work with school communities is based on the need to sensitise and support the recipients of this public service delivery to play a positive role in the schooling of children. School improvements are being brought about in a way that involves the permanent stakeholders and builds their capacities. This effort is being undertaken at three levels: policy, strengthening systems, and actual service delivery.
