The Section in the Constitutional Amendment Bill, which forces Civil servants to resign 90 days before nomination was ill conceived, unfair and it was intended to scare new comers to politics in Uganda.

First and fore most, this section is in the wrong Bill.

It ought to have been included in the Parliamentary and Presidential Election bills which are already lined up for debate by Parliament.

However, for sinister reasons, the Executive decided to smuggle it in the Constitutional Amendment Bill. Because it was misplaced, it is taking many new comers it targets …
