Congress OKs Hurricane Aid Bill
1The House followed the Senate in approving $10.5 bil in disaster relief for the Gulf Coast. President Bush toured the area, saying he was "satisfied with the response," but adding "the results are not acceptable." Critics contend the gov't failed to act quickly to aid rescue efforts, provide food and water to victims and crack down on lawlessness.

2The Nat'l Guard arrived in force, as 7,000 troops brought food, water and a mission to restore law and order more than 4 days after Hurricane Katrina struck the city. Both thanks and anger greeted guardsmen at the Superdome and convention center. They planned to focus first on distributing water and food, then on moving refugees. Some hospitals resumed evacuations.
Strategic Supply Cools Oil Surge
3Oct. crude fell $1.90 to $67.57 a barrel after the Int'l Energy Agency said 26 member nations will release 60 mil barrels of crude to ease the shortage, half from the U.S.' Strategic Petroleum Reserve. Gasoline swooned 22.53 cents, or 9.4%, to $2.1837 a gallon. But natgas, which has outperformed the oils, fell just 6.60 cents to $11.691 per mil Btu -- still 19% above the week-ago close.
