More than 140 Democrats in the U.S. House of Representatives sent a letter to President Bush at the end of June, urging him to close a loophole to Title IX that allows schools to use the results of an email survey to measure the demand for women's sports and demonstrate compliance with the law.

The Senate Appropriations Committee agreed, expressing its views in a report accompanying a bill to refinance the Education Department for the 2006 fiscal year.
