In June, the Kansas Supreme Court called the Kansas legislature back into session, demanding it spend more on education. The court based its command on a provision in the Kansas constitution that requires the legislature to provide "suitable provision for finance" of education.

Kansas constitutional scholar Kris Kolbach states that "suitable" is supposed to refer to the method of raising funds. As for what represents a suitable amount of funds, that's for the political process to decide.
