ICAC Hands Down Report on Orange Grove Centre The Independent Commission Against Corruption (ICAC) today handed down its investigation report into planning decisions related to the Orange Grove Centre and has made no findings of corrupt conduct

The ICAC has recommended the NSW Ministerial Code of Conduct include guidelines on dealing with lobbyists, and a protocol be set up for Ministers and their staff to manage corruption allegations made against external parties with an interest in ministerial decisions

The ICAC investigated the decision by Liverpool City Council to grant development consent to Gazcorp for the Orange Grove site to be used as a 'warehouse clearance outlet', and the decision by the then Minister Assisting the Minister for Infrastructure and Planning, Diane Beamer, not to make the Liverpool Local Environment Plan Amendment No.92 which resulted in the closure of the Orange Grove Centre as a retail outlet
