Aug. 5--Central Food Retail Co, (CFR) the operator of the Tops supermarket chain, has explained its new business strategy under which Tops is seeking out existing stores to create partnerships as Tops outlets.
The strategy was launched quietly early this year to bring some economies of scale to Tops, which faces rising costs linked to energy and intense competition.
