The just released BOCCIM report on growth and employment strategy for Botswana says the country's foreign reserves have been a source of pride but have not been used to expand the economy.

"They generate significant income for the state, and they are one of the main reasons for the highest international credit rating in Africa. But viewed differently, by for instance using a company as a model - this is like the equivalent of a firm keeping a large portion of its earnings in the bank, because it does not have the confidence to deploy it to expand its business," says the report. …
