The Government is considering introducing tough new laws in Northern Ireland which could give courts powers to jail fly-tippers for up to five years, it emerged today.

The DoE is currently studying proposals contained in the Clean Neighbourhoods and Environment Act for England and Wales which makes it an offence to drop litter anywhere - including private land.

Fly-tipping and litter are endemic problems in the province with rubbish often dumped illegally on roads, fields and other open spaces.

But Minister Angela Smith said elements of the new legislation, introduced in England and Wales last month, could be used in the province.

In a written parliamentary statement she said: "The DoE is currently considering the range of measures in the recent Clean Neighbourhoods and Environment Act 2005, which among other things, strengthen the legislation for dealing with litter in England and Wales, with a view to making recommendations on how they might be brought forward in the Northern Ireland context."
