Aug. 1--The National Telecommunications Commission says the 3-5 percent revenue-based licence fee that it is proposing to collect from telecom operators is an international practice and standard while operators argue that the fee is too high and is no different than the existing concession fees they are now paying.
Disagreements over the licence fee emerged at a public forum held last week to sound out opinions from telecom operators as well as the general public on licensing guidelines, numbering plans and the universal service obligation (USO).
