Byline: Not a matter for endorsing flag states, Sawyer suggests, writes David Osler
THE case for tighter flag state verification of officer documents has 'yet to be made', the head of an up-and-coming open register is arguing.
The comments from Chris Sawyer, principal registrar at the London-based Barbados Maritime Ship Registry, come after the issue was raised at a recent academic seminar on shipping issues.
Dr Nik Winchester of Cardiff University's Seafarers' International Research Centre has been conducting research into the issue.
Among his findings is that, in practice, some flags verify only 15% of officer documents with flag states when asked to issue deck or engine endorsements.
But Mr Sawyer has raised the question of what such documentation is seeking to achieve.
