The Saudi kingdom took a very small, but nevertheless important, step toward political reform on February 10, as male adults in the capital, Riyadh, voted for candidates to fill one-half of the seats in the newly created municipal council. The second stage of voting took place on March 3, when elections were held in the southeastern and eastern regions of the kingdom. The final round of elections will be held in April. In general, overtly Islamist candidates were the big winners, while those adopting a more secular, liberal perspective fared poorly, as did tribal leaders. ...
