ADMINISTRATION Sen. Manuel Villar Jr. yesterday pressed Malacaang to submit the 2006 budget early for congressional approval if only to show to the world that it was running the country's affairs smoothly despite the current political turmoil.
While the executive department has 30 days after the President's July 25 State of the Nation Address (Sona) to submit the budget, Villar said it would be better for the country if this were presented earlier for deliberation.
"The sooner they submit the budget, the better for us because it will give us more time to scrutinize and deliberate on it,'' said Villar, chair of the Senate committee on finance, which leads the deliberations on the national budget.
Villar also sought a stop to the executive department's notorious practice of submitting the budget late.
"If it were up to me only, I hope the budget would be approved and passed this year. But the thing is, in the last few years, we have adopted a bad system of passing the budget late for the year itself when it would be used,'' he said.
"It's not good at all and we should do away with that practice,'' he added.
