THE "INDOLENCE" of the minority in the Lower House has delayed impeachment proceedings, according to Sen. Joker Arroyo.
"You have to argue from a position of strength. If you don't have the 79 signatures and only promise to produce them later, you're arguing from a weak position," Joker said in a phone interview yesterday.
Apparently expressing the Senate's impatience over the continued failure of the minority to convince a third of the House to endorse the impeachment complaint against President Macapagal-Arroyo, the senator bluntly told the opposition to observe the dictum, "more work, less talk."
