THE STATE of the Nation Address of President Macapagal-Arroyo has, for the time being, pulled her from the brink of the gravest crisis of her five-year presidency and allowed her to regain the political initiative.
Ms Arroyo turned the tide of imminent disaster by redirecting, through her Sona, the national agenda toward constitutional change. She regained the initiative without offering any dramatic reform agenda.
But the relief from the siege calling for her resignation could be short-lived.
The key theme that reset the national agenda is encapsulated in these words: "The system clearly needs fundamental change, and the sooner the better. It's time to start the great debate on Charter change."
This theme immediately changed the agenda of debate of Philippine politics. It instantly became the central issue, shifting the focus from the politics of gloom that had swept the country since the disclosure of the "Gloriagate" tapes only last month.
