IMUS, Cavite-Cavite Vice Gov. Johnvic Remulla on Friday filed graft and corruption charges against Gov. Erineo 'Ayong' Maliksi before the Ombudsman for the alleged 'ghost purchase' of P7.5-million worth of rice last year.
Remulla said neither Maliksi nor businesswoman Carmencita Guinto, owner of the rice supplier Capitol City Marketing, failed to show any delivery and acknowledgment receipts of the purchase.
He said Maliksi could have pocketed P5 million from the supposed anomalous contract, which the governor purportedly used during his swearing in to the Liberal Party in November.
Maliksi shrugged off Remulla's accusations, saying his former political ally just wanted to discredit him.
"This is all politics. [Remulla] has been trying to destroy my reputation by filing cases left and right, some of which were already dismissed by the courts. But I am not bothered because my conscience is clean," he told the Inquirer.
In his affidavit, Remulla said that during a meeting of the provincial council in November 2004, budget officer Leonor Villalobos disclosed that Maliksi had ordered the purchase of rice using the provincial government's calamity funds last Oct. 5, 2004.
