EDITORIAL / Give ill-gotten gains back to crime victims

Crimes committed by underworld organizations, including gangsters, loan sharks and telephone swindlers, are rampant.
Crime victims must file civil suits against perpetrators to seek compensation for damages, but only a few of them actually go to court. The majority suffer the damage inflicted upon them silently.
The Justice Ministry recently submitted a draft bill to revise a law aimed at punishing organized crime to the Legislative Council, an advisory body to the justice minister. The bill includes the creation of a system to distribute illegal profits earned by crime organizations to their victims.
After receiving a report from the council by the end of August, the ministry will try to submit the bill to an extraordinary Diet session scheduled in autumn.
