ICAC Recommends Charges Against Six in report into Strathfield Councillors and Developers Following its investigation in relation to Strathfield Council, the Independent Commission Against Corruption (ICAC) has recommended charges be considered against six people including former Mayor Alfred Tsang, former Councillor John Abi-Saab and developer Melhem (Michael) Saklaoui

The ICAC investigated circumstances surrounding a lunch on 23 July 2004 at which Mr Saklaoui gave Mr Tsang, the then Mayor of Strathfield, $2,500 or $3,000 in cash and offered him $200,000 for his assistance in the development of a local car park site. The ICAC found that Mr Saklaoui facilitated a video recording of Mr Tsang receiving the cash bribe. This was part of an elaborate plot in which then Councillor Abi-Saab pressured Mr Tsang to resign from the office of Mayor by threatening to go public with the damaging video.
