Moscow, Russia currently has 800,000 orphans and children left without parental care, Deputy Education and Science Minister Vladimir Fridlyandov has told a weekly conference at the Russian government on Monday [25 July]. The meeting is devoted to regions' preparations for the coming into force of Law No 131 "On the general principles of organization of local government" and is chaired by head of the government staff Sergey Naryshkin.
