HOW CAN the radiation health effects of low doses of ionising radiation be quantified? Certainly more research is needed, emphasising the epidemiology of exposures to radiation at low doses and low dose rates, and on mechanisms whereby ionising radiation causes cancer.

Two contrasting models form extremes in a longterm debate. First, there is the linear no-threshold (LNT) model. This asserts a direct linear extrapolation from the known deleterious health effects of radiation at high doses, to the very small doses in our background and to which we are all exposed.
