Jul. 19--KISSIMMEE -- The federal government filed suit Monday to force Osceola County to change the way county commissioners are elected and end a system it says discriminates against Hispanic voters.

The Department of Justice lawsuit brings to a head a decade-long dispute over whether the county should adopt single-member election districts to give Hispanic voters more clout. With such a system, commissioners are elected by the residents of specific districts.

Even though the Hispanic population has grown from 12 percent of the county in 1990 to 35 percent last year, only one Hispanic county commissioner has ever been elected. And that was during a four-year period in the 1990s when the county briefly shifted to single-member districts.
