This year's U.N. nonproliferation conference, a 189-nation diplomatic effort held every five years to update the Nuclear Nonproliferation Treaty, ended in failure. This is a shame, since if there was ever a critical time to tighten up the treaty and lay the groundwork for punishing its offenders, that time is now. For example, as nonproliferation expert Henry Sokolski has repeatedly pointed out, so long as it's widely held that NPT members have a right to enrich and reprocess uranium, such states as Iran can legally come within days of having a nuclear weapon.
