At the time of writing, an astonishing event is scheduled to take place in Havana: the General Meeting of the Assembly to Promote Civil Society in Cuba. This is to be a great democratic gathering, and the Cubans involved expose themselves to considerable risk. Indeed, Castro has arrested many of the leading democrats in advance, and has otherwise flexed the muscles of a police state. In support of the democrats, bodies from around the world have expressed their solidarity. Among them is the U.S. Congress, which passed a resolution.
