Since the president came out for personal accounts and progressive benefit cuts for Social Security, the Democrats have launched critique after critique--but so far, they have not landed a glove on its substance. Democrats in the House Ways and Means Committee relied on the "research" of liberal economist Robert Shiller to claim that personal accounts would perform worse than Social Security does. Yet Shiller got that result only by constructing an unrealistic portfolio and by making assumptions that do not resemble Bush's actual plan.
