Democrats think they have won a great victory against House majority leader Tom DeLay. Back in December, the Republicans changed the Ethics Committee's rules so that a majority was required to launch an investigation of a congressman. Because the committee is evenly divided by party, that means that if all the Republicans opposed an investigation it could not proceed. The Democrats cried foul, even though the Republicans had merely restored the rule that was in place when the Democrats ran the House. But after months of adverse publicity, the Republicans agreed to get rid of the rule. An investigation of privately funded trips that DeLay took will now commence.
