Lawmakers couldn't agree on a measure to keep state operations funded amid a budget impasse, putting 9,000 state employees out of work. Unlike many states, it has no law that keeps money flowing if a new budget is not approved. Lawmakers remain at odds over school funding and health care for the poor.
