Now that President Bush has waded hip-deep into Social Security reform, he is about to take on another hugely ambitious crusade: reforming the tax code.

You've got to hand it to the President. He's not running a caretaker administration. After four years of necessarily urgent focus on foreign policy, Bush is treating his second term as if he were a newly arrived executive. He knows he's only got a few years to leave a legacy in domestic policy, and he's working hard to shift the status quo. None of this may mature during his administration, but there is no talk of "lame duck" yet.
