The U.S. Department of Education is recommending that Congress ease its rules that limit financial aid for distance-education programs.
At the center of the discussion is the "50% rule," a 1992 law that prevents schools from offering financial aid if they enroll more than half of their students at a distance or offer more than half of their courses via distance education. Congress passed the rule to discourage diploma mills that offered students financial aid but no viable education.
