THE CENTRE for Independent Studies recently published an issues paper entitled "A New Deal for Aborigines and Torres Strait Islanders in Remote Communities", by Helen Hughes and Jenness Warin. It is a significant paper, not least because of Hughes's reputation as a development economist.
