A little-known state program with $2.3 million in the till has disbursed $89,000 in its 18 years to assist businesses with medical payments.

That amount could increase drastically if health-care costs continue to rise.

The premium supplementation fund was established in 1974 as part of the state's Pre-Paid Health Care Act. It started with a $300,000 appropriation. Interest and penalties collected from businesses in violation of the law increased the balance.

Recent figures indicate that 27 businesses received aid between 1988 and 1991. …
