Republican Dino Rossi can used "proportional analysis" to show that illegal votes cost him the Washington governor's office last year, a judge ruled. Republicans claim they have identified more than 1,000 illegal votes in precincts that voted heavily for Rossi's rival, Gov. Christine Gregoire. They want the court to subtract illegal votes from both candidates' totals according to precinct voting patterns.
