May 2--New regulations calling for the establishment of escrow accounts for property transactions will potentially place greater obligations on homebuyers.
Under the proposed regulations, a buyer would still have to transfer funds from the escrow account to the seller once a home was completed even if construction was not in line with contract specifications, according to a Finance Ministry official.
