Social Security reform is like the ball inside a rugby scrum. You know it's in there, but it's hidden by all of those kicking feet and sharp elbows.
And you can't tell what any of the players are saying because they're arguing loudly.
Eventually, a formal proposal will pop into plain view.
But even President Bush's plan raises key questions. What if his idea were enacted into law today?
The crux of the president's plan would give wage earners a choice. You could stick with a setup like today's, where you get a monthly check whose size is ultimately set by politicians.
Or you could can get a traditional payment, plus an annuity funded by your own personal account.
