When it comes to technology companies, Southern California has always been the stepchild to Northern California's Silicon Valley.

Many of Southern California's former tech giants, such as Kaypro, Tandon, Ashton-Tate, Nantucket, Cipher Data and AST Research, have faded away. Perhaps its best-known tech giant today is in San Diego -- Qualcomm.

Jim Armstrong, managing director of Clearstone Venture Partners, looks to boost the region's tech profile. The venture capital firm, with $600 million invested, is headquartered up north in Menlo Park, Calif. But it has planted roots in Santa Monica, Calif. -- near Los Angeles -- where Armstrong is based.

He spoke with IBD about Southern California's problems and opportunities.
