Two top Air Force commanders who were removed from their posts amid a sexual assault scandal were not responsible for the problems at their academy, according to Department of Defense Inspector General Joseph Schmitz. Instead, Schmitz blamed a system that allows cadet rape victims to maintain confidentiality.
Schmitz noted that while confidentiality "did not cause the sexual assaults, it contributed to cultural problems, kept the magnitude of the problems from being visible to USAF leadership and prevented effective criminal investigation."
