The present system, in which most Hong Kong legislators, as well as the chief executive, are chosen by Beijing-friendly interest groups, will continue. To soften the blow, Beijing then made conciliatory gestures, including the temporary loan of a precious religious relic, one of Lord Buddha's fingers.
