* Republicans thought they were being clever. The McCain-Feingold campaign-finance regulations were supposedly going to work in their favor. Republicans have been good at raising "hard money" contributions and Democrats at soft money. The new law raised limits on the former and eliminated the latter. The only worry had been that it was unclear whether the law restricted the fundraising and spending of outside organizations such as "America Coming Together," which hopes to spend $95 million to defeat President Bush.
