* Al Gore's claim of "betrayal" came at a rally for Tennessee Democrats. He accused the president of starting a war that was "preordained and planned before 9/11 ever took place." The truth of the matter is that Bush was indeed interested in regime change in Iraq before the atrocities. Support for regime change was, after all, the official policy of the United States government, adopted late in the Clinton administration. Military action to achieve it was even contemplated in Clinton and Gore's Washington in 1998. But the idea that Bush, circa March 2001, was penciling in 2003 for an invasion is a fantasy.
