* In the immediate aftermath of September 11, Congress passed the Patriot Act to make it easier for law enforcement to fight terrorism. Ever since, civil libertarians of the right and left have been complaining, and often indulging in ill-informed hysteria. Now some senators from both parties--including Republicans Larry Craig, Lisa Murkowski, and John Sununu, and Democrats Dick Durbin, Russ Feingold, and Ted Kennedy--have teamed up to provide what they call a moderate set of reforms to correct the worst features of the Patriot Act. But the bill, called the Safe Act, is anything but moderate. Under current law, investigators can ask courts to issue "sneak and peek" warrants, in which the target is notified ...
